Henry Saka is the former commissioner for domestic taxes with Uganda Revenue Authority (URA). He is a focused and results-driven professional, with sound technical and management experience in various areas including; tax administration and management, governance and accountability, project management, business process re-engineering, and organizational transformation. A strategic thinker, a champion of positive change, analytical, distinctive in leadership, and a good negotiator. Henry boasts 23 years of tax administration experience, eight of which in a senior management position in a tax authority. Henry was fundamental in driving the transformation of systems, processes, and people in the Uganda Revenue Authority.

Henry has served as a TA expert with the International Monetary Fund in various countries, including Botswana, Malawi, The Gambia, and Zanzibar. He has advised revenue administrations on strategy and business transformation, technology transformation, and operational strategy.  He actively engaged the ministry of Finance and provided advice regarding areas for change in the tax policy design and the Revenue administration, fiscal projections as well as the development of a national Medium-Term Revenue Strategy.
